If it was at the dump I'm assuming you had a really good look for cracks especially around head tube, downtube and bottom bracket.
Personally I don't think you'll find a seat post long enough, you'll probably be beyond the extension limit on any post. You'll either need an ugly super long riser stem or end up in a mad low-pro type position. Why not sell it and put the cash towards a 61

You could put a 350mm long seatpost on and there are 150mm long quill stems, but it’ll look terrible and bikes become awful to ride when they are like that. Good idea above ^ to sell it on and use the cash towards a bigger size.

I'm 195cm and have often done this with one-size-too-small bikes – the issue for me though is always stack height being too low, and a 54cm will probably have a very short head tube with a short steerer tube too. Good luck!
Hi, I have a beautiful Giant Cadex carbon fibre bike that I rescued from the dump, but it is far too small for me.
I'll measure it later but it looks about 54cm. I ride a 61cm frame normally.
Any changes I could make to adapt it or do I need to swap up?
