Outer could well be a tad short. The angle from the bar tape exit to the internal routing hole is rather extreme (have always thought would work MUCH better if on the right side of top tube) so might give a bit more slack.
Fortunately I've recently ordered new cable set as it's due a good service. I will remove both sleeves, use a bit more cable outer, centralise the tube and give it 1 last chance before removing completely.

No worries, just had a thought - is the brake cable outer just a fraction too short and therefore pulling slightly more on that metal tube? Or is it snagged somewhere and nipping the cable outer somewhere along it’s length? Anyway, sure it’ll be fine to remove it… 🤷♂️👍🏻
I’d go for the dab of glue and possibly a bit of lube on the cable outer running through the metal tube first before pulling it out…
