Mine do. They just absorb water slower and keep my soggy feet slightly warmer, but they never dry up. Still better than regular socks.
I like merino socks (& a lightweight waterproof sock if absolutely necessary).
I like long mudguards, winter boots and waterproof socks in that order. Just depends on how much is raining. Velotoze MTB shoe covers if I can be arsed, they're a workout in itself.
