Hmm… that tube runs the entire way through the top tube, it’s the correct length for the size of the bike… if it were me I’d take off the plastic covers and ensure they metal tube is equally exposed at both ends then dab a blob of epoxy between metal and carbon to secure it, then re-glue the sleeves… no cutting necessary…
I think that the hole in the top tube is more of a slot/lozenge shape anyway… doubt cutting the metal tube will be an issue either

Yep. A tube. This is the culprit. Won’t the brake cable outer be enough protection if I just remove the offending tube?
