That Aventon on eBay, as @The.Gren has pointed out, is not particularly exciting and nor will it be particularly zippy. It will work as a bike but you can do far better for £450...
I'd suggest putting up a detailed ad on the Wanted section of LFGSS Classifieds. Include the frame size you're after and your height for good measure. Specify vintage or modern, or just see what is offered.

My main issue is as I’m 5’1/5’2 hardly any bikes that fit me come up for sale - I’m looking for a bike that’s <49cm. I did ask around on here a few months ago and I think there were a few bikes but nothing really took my fancy

Did you spot the Planet X in 50cm (c-t) for £350?
https://www.ebay.co.uk/itm/154465958660Apparently used by a 160cm rider, so 3-5cm taller than you. But with plenty of seatpost still showing. Though you'd probably struggle to find any pros riding a Planet X, the frame and parts on this bike are way better than the Aventon as they are at least recognisable brands like Cinelli, Ambrosio, etc. Personally I'd still hold out for something steel/beautiful, depending on how urgently I needed a bike.
I'm assuming you're looking for a track bike only? Or also considering road bikes?
