It's a brilliant bit of politics. Put forward an overly complex, obviously unworkable solution to a self made problem, spend a while getting the public riled up, arguing amongst themselves, then step forward and cut the Gordian knot as though you couldn't have just bought an altus drive train and trigger shifters for the new bike if you hadn't been seduced by some tasteful ano chainrings.
