Never seen one that isn't a huge bodge. Quite a few "trunk" style bags to sit on top rack are available. Probably too small though if you want "backpack" sized.

i want a basket or something similar for my rear rack
panniers tend to foul my heels a bit so something I can bung a backpack in that sits on the top of the rack
