Scottish people - do I have the right of it and this would need an offer of advertised price plus 20% to actually buy it?

If so, I need to significantly adjust my "max" parameter.

Nah if it was me id look at the home report value and offer what I thought it was worth or could afford. This mythical figure is estate agents trying to maximise there taking and im also struggling to believe folk are paying £160k over asking for things of that value.
