I was going to get it from eBay. There are a lot of listings for cheap carbon tube but in the end I did replace it with more wooden dowel.
A 1 1/8" steerer is 28.6mm. you want it tight but not pressfit

so a spacer would be 29mm ID?

No I think that would be a bit loose. I don't think there's likely to be a not for purpose tube that will be exactly right
