In no particular order: Scraper blade, heat gun, screwdriver, steel brush and a load of elbow grease. I’ve been using this stuff which seems to be halting further rot:

Ah have used those multi tools with the scraper setting and the paint remover flap wheels.
Not used aquasteel so no opinion. But found the bilt stuff brilliant and from Essex.
