If it shifts fine with clitch off
How stiff is the clutch? Pn the rear of it looking direct at b screw you can also adjust the pretension on the clutch. How much riding have you done on that rear mech, have you ever had the clutch apart and greases it? I bet it needs greasing if not.
When a fat as fuck friend borrowed my mtb he has this issue. I took the clutch apart and greased it and it was fine.
Maybe the clutch spring is too stiff and thus mech says no.
