All you need to do is look to NL to see how that worked out for them...

I'm pretty sure its been brought in on the hoof as France announced something similar last week and it massively increased vaccine uptake amongst the young.

I suspect the vaccine passport for nightclubs is less about infection risk and more about driving vaccine uptake in young people.
