Get her what she want (Soma sell an excellent disc step-thru frames), or a MTB-converted flat bar gravel bike that enable a low standover height.
It sound like you already figure it out; an rigid MTB is the best option, fork doesn't need to be carbon as they're £££, a good steel one work wonder.
