This is probably what's tripping you up, and Pifko is right - choose your phone and find a case to ruggedise it. There are at least 30 Android 10/11 phones with SD slot (sometimes occupying the second SIM slot), 3.5mm jack, IP68 ingress protection and >4Ah battery, some of them must have reasonable cameras.

i've plugged everything in on gsm and can't find something. I guess a rugged phone with brilliant camera doesn't exist.
