I wouldn't go as far as cheating. There's no skill to pulling someone's shirt, it might not be in the spirit of the game but it is part of the game. Defenders like Chiellini know exactly what they can and can't get away with; he 100% knew he was going to get a yellow and only a yellow for that and did it anyway, because it was the only way to stop Saka there and then. But he also knows that's it for the game, he can't do another blatant one like that or he's off. If England could have successfully goaded him into another yellow card offense and got him sent off would that also be considered cheating? No, it's football. For better or worse it happens week in and week out.
Exactly. Minor shirt pulling is, has always been and always will be part of the game.
That was an exaggerated example that was worthy of a yellow.
If he'd done it when the player was through one-on-one with the keeper then you could easily argue for a red, but not for way out on the wing not far over the half way line.
Trying to get rid of all of the dark arts out of football would take large amounts of the fun out of both playing and watching it.
