Why is the collar pull on Shaka not a red. It is clear dangerous play, it is equivalent to garrotting someone. In rugby that is a straight red and a multiple game ban I’m sure. Where is the difference?

Im going from memory here but shirt pulling is only a yellow card offence and only if you are "stopping a promising attack". Those are the FIFA rules IIRC, not sure if UEFA is different.
