    My preference is to break out the concrete and replace with a new insulated raised timber floor but I imagine that would be quite fiddly and expensive.

    One of the previous owners seems to have been a little obsessed stopping drafts. The old in-room vents were stuffed with cotton wool and painted over. Every gap around the floor and skirting is full of silicon, there's bits of expanding foam all over the place. A wall vent in the kitchen has a sheet of paper stuck over it and has then been painted over (this is not a papered wall). The list goes on...
