If you want to encourage vaccine take-up, then I suspect understanding why those who are refusing are doing so is likely to be the first step in a more effective plan.
I think - based on a hunch, not data - that most of those refusing are doing so because they perceive themselves to be at more risk from the vaccine than the disease. Disregarding for the sake of this post any arguments about selfishness etc, the AZ blood clot news stories and the European reaction did huge damage there IMO. To those not familiar with how stats work (which is most people) it created a perception that this was rushed through and not properly tested. That promoted distrust, which makes such people much less receptive to any rational scientific reasoning. To mangle D.H. Lawrence, the tale doesn't matter when you don't trust the teller.
