tarmac was a later invention, which sprayed tar on top as a binder to keep dust down

Me too. I was riding near King's Lynn recently and the road appeared to have been resurfaced by just dumping a whole load of gravel on it. Bit sketchy on 23s.

I guess cutting edge technology still have yet to reach Norfolk by a large margin now.
