Hack off all the cement that's on the stone walls (or in this particular walls case - stone/brick/breezeblock...)
And whack some lime plaster back on and redecorate

Nothing to complicated in that room but is still laborious work...

It's a drag, that's what it is.

If you can, track down the people that put cement on those stone walls, and see if you can't bury them in it.
