The illustration is showing avg speed over different distances within the final km, which is demonstrating who had to sprint the furthest and fastest to the line.
Overall, Cav was the fastest to the line, that’s how he won. But others had to make up ground to compete in the final meters.
In the end, he won by at least half a length, sat up with his hands on his helmet. So I think it’s fair to say he had something left in the tank. His win on the last day of tour of Belgium showed he can still do it the messy way – and that was against Caleb.

Technically the fastest avg speed would be the sprinter who went from 25th position to 3rd, rather than the sprinter who went from 3rd to 1st as they had to cover more distance in the same time.
Makes sense that Alpecin Fenix had faster avg speed as they made up a lot of ground in the last 1km, whereas DQS were already at the front at constant speed.

Obviously he was the 'fastest' over the 1km as he was first over the line, the yellow numbers were the top speeds and presumably for how long they maintained them. If Bouhanni had been better positioned, possibly would have got it.
