What about the spectators who were off the road but crashed in to during other incidents. Should they sue the riders or organisers or bodies?

If they had a case that a rider or organiser was negligent yes of course. But that case doesn't exist AFAIK.

Hundreds of successful races with nobody hurt suggests safety protocols are ok. But that's not how this works if you have a negligence case you have to make it.
