Who else has access to it? Putting aside the Hancock affair, the fact that CCTV footage from inside a Government department can be accessed and viewed would alarm me from a national security perspective.

Who leaked the CCTV? And how long did they have it?
A senior government official having an affair makes them a prime target for blackmail by foreign actors. The security team at his government office would have reported it straight to their top boss, who would have likely disclosed it to political overlords, ie, PM and party leader. They’ve been sitting on it since the same week it was recorded.
