Nah, specifically meant ipad as I'm not really familiar with Android or other mobile/tablet OS.
And from my experience the hardware is sufficiently better quality that second hand is more viable.It would work for my MIL with whatsapp as she won't have it on her mobile as she doesn't have a smartphone, but has a phone to receive the code for verification (if I understand the process correctly).

I'm not sure this has ever been true. Maybe build quality but people buy apple for the OS

You can use Android WhatsApp on a tablet with no SIM but you can't currently use the same account on your phone and your tablet at the same time.
