38mm Paselas on 19/20mm internal width rim comes up true to size.

Erm, from memory I think so, been a few years since I used them, and vowed to never again, bitch to fit, and quite easily punctured, but that was when they first came out, and 32mm. Eventually I gave up and went back to Paselas.
