It's a slightly funky size 27 x 1 1/4, would it be worth replacing with something like 700c or stick with it?
Looks like there's enough brake adjustment available to go from 27" to 700C, and that gives you many more options on rims and tyres. If the front is in the same position, I'd go for it.
Also is a drum brake really necessary
Depends where you ride. For unloaded use in the UK, you probably don't need a third brake.
and if I were to replace the wheel what stuff should i look for for tandem specific rear wheel?

Brilliant, that's very helpful, thank you very much! The front does have that adjustment room so will go for that. Unfortunately on a student budget I do mind spending all the money however if I get desperate may resort to the link! Thanks
