I don't think there's any strategy to Boris
That's one possibility, and I'm usually the first to point out that one should not ascribe to malice that which is adequately explained by stupidity, but it is also possible that letting people think he lacks strategy is a convenient cover for an extremely cynical strategy.

I don't think there's any strategy to Boris. He is essentially the outcome of the thought experiment: "what if David Brent went to Eton?" Crippled by his indecisiveness, physically incapable of hard work, pathological need to be loved, etc.
