Definitely the latter. Feeding itself isn't a problem and typically deliberate feeding is a significant proportion of an urban fox's diet.
Anything more (trying to encourage them to get closer, selfies etc) and you risk encouraging them to reduce the normal boundary they maintain around humans which is bad and there be dragons.
So what's the collective school of thought on contact with Foxes?
Some say it's fine to feed, be-friend, selfies etc.
Others say: you shouldn't, wild animals, vermin etc...
