not fancy steel/alloy
I'm unsure if you mean 'not made of fancy steel/alloy' or 'not fancy, made from steel/alloy', but if it's the latter I had a look a while back and it seemed non-existent. Some comments were along the lines of 'the tapered steerer is already pretty weighty, and adding a full steel fork pushes it into excessively heavy territory'.

Surly midnight special has a 44mm heating that will take a tapered carbon fork

Unrelated, anyone know of a suitable disc 'functional', not fancy steel/alloy fork with tapered steerer that'll take a rack? Ideally minimum 700x40 clearance.
