this is the second bike I have had this issue with- about 3 years ago I has this issue, the bike was also slighlty too large but it was fixed and I attributed the issue to that

I find foam roller helps but not on the band itself, on the muscle around it instead

I had issues with mine from running. I found strengthening helped. Exercise band round my ankles, side step with one foot, then bring the other to meet it. Repeat a few times then do it back the other way
