This is clearly all the fault of the inflexible EU in not agreeing to the UK being a customs back door to any old crap that anyone wants to import into the EU, bypassing EU regulations, while at the same time trying to prevent the UK being a state-subsidised tax haven on their own doorstep. The inflexible bastards.
