Can someone tell me why these are so cheap?
Because they're crap.
For example, the only 27.5" rear wheel that's on there requires a screw-on freewheel.
My advice is to search your local or this site's classified, and find a decent 26" wheelset. Forget about the different wheel size, it's not worth the trouble.

Sleeved rim, cup & cone bearings and races likely made to high tolerances, potentially agricultural seals.
Probably completely fine for a runaround, but don't expect the hubs to last through many winters.

I've managed to find some 26" and 27.5" rims. Can someone tell me why these are so cheap? What's that catch?
