They asked for a TUE. They got it. Hence, not doping.
But hey, that's not going to stop the tinfoil hat brigade from relying upon as the foundation for their house of cards.

What TUE for cortisone ahead of the Dauphine?
Froome has had TUEs for asthma, ahead of the Tour of Romandie in 2013 and 2014, but never one for cortisone as far as I'm aware.
