Presuming the bolts are allen head then with wing nuts you’d still need the allen key in the head of the bolt but it will be much quicker. I do this with coaster brake torque arms to remove the need to carry a 10mm spanner.
If the bolt head is accessible (as opposed to recessed in anything) then maybe you can get winged bolts or get someone to braze some wings onto the end of some bolts but I’d be worried about getting them tight enough to not rattle loose.

I recently got an Elephant Bike:

The front rack attaches with 4 nuts and bolts. For various reasons I'd like to be able to attach it and remove it quickly. The nuts and bolts don't take too long but surely there's a better alternative, preferably requiring no tools?
Using wing nuts looks like it would be a bit better but if any techy people have better ideas, I'd love to hear them.
