Why's George Bennett in breakaways this year rather than going for GC?

Did he lose time early on, or was this always the plan?

He was the GC contender for JV but didn't have a good first week.

Foss is much better placed on GC now

He lost loads of time in some of the earlier stages, he made up quite a bit of time the other day, but still far back enough to be let in a breakaway.
