I’ve had exactly this problem with Veloflex tyres and Vredestein latex tubes. Mine were all blowing at about 90psi. It turned out the plastic cover on my track pump had taken a small knock and was causing friction on the needle. When I was trying to get to 110psi (23mm tyres on 19mm rims) the needle would struggle to move once it got to 70psi. What was actually happening was I was pumping well past what the tube was capable of and just detonating it.
