It’ll have a 3rd strap that goes round the head tube which keeps it in place.

Not if whoever's made them has put the straps in the right place and especially not if they have an elastic cord on the headtube.

Mine doesn't swing (it's by Straight Cut) but I do always pad it out with a gillet...which stops most of the rattling.
