Also why is the linesman so reticent to put his flag up for offside where there is 3m of daylight? There is no doubt to be benefited...

Because the goalkeeper handling the ball deliberately from a backpass is specifically not a cardable offence. (It's not the same as an outfield player deliberately handballing it.)
Had the advantage not been played it would have been an indirect free kick for Arsenal on the edge of the 6 yard box (at the point nearest to where the keeper first touched it). (If it had happened outside the 6 yard area then it would have been an indirect free kick where the keeper first touched it, and no card for Kepa.)
