Unfortunately, this is a "UCI rule" which is basically as good as the toilet paper it's shitted on.
If the UCI actually applied their rules, none of the current Hour Record holder would hold the Hour Record.

Also, it could be argued that a wayward rain jacket is a danger and therefore it was in the interests of rider safety that it was thrown away.

We’ve already seen a straight DQ for a rider who through a bottle to some kids who wanted a souvenir.
It’s either UCI being inconsistent or he threw it in the litter zone 10k from the finish, but I’m pretty sure it was closer to the finish than that. Might be wrong.

It's almost as if all those much-hyped UK time triallists who've raced at World level haven't had their arses handed to them on a plate over the past fifty years.
You can count the number of British riders who've performed well in time trials in Europe on the fingers of one hand.
Part of me expected him to crash again as he rode off.
