2 of them quoted labour charges.

But don't you think that's odd?
As an amateur who hasn't done it for a while the variables for me are:
- hunting for the best value spoke price
- rear road wheels taking a bit longer (calculation, picking up alternate spokes, centering)
- high spoke count requiring more work to build
- low spoke counts taking longer to true
- fancy spokes being harder to keep straight
I'd have thought for a pro some of those would be negligible though.

Spokes and labour is probably where all the money is in wheelbuilding.
Quite your labour charge and people will shop around for the cheapest rather than have you build their wheels because of your reputation/locality etc?
