If you log in to your router you can see what devices are connected. Or you could just change your password.

Assuming you've got WPA2 encryption enabled, and you haven't told your neighbours your password, then they're not. Unless you live next to GCHQ in Cheltenham. Or the NSA. And even then, I'd imagine they have a pretty good internet connection all of their own.
