    It depends entirely on the tyre and the rim combination. Some 28s measure 28 on a 17mm (internal) rim but 32 on a 19mm rim...
    Some 28s run small; in which case you would see no benefit anyway.
    Assuming you are keeping the rims you have now and your current 25 provides only 'tiny' clearance then that's your answer. You would see no benefit from a particular 28 that might just happen to fit regardless of what's written on the side of tyre...
