That's the ticket. Put the chain on and if it fits on the biggest gears without grinding, you're fine

What do you mean by stretched out?
In the 11t, all the chain should do is not touch the RD cage. Then you're golden.

Edit: Brain is trained to look at it from a 2x perspective.

You want the chain tighter for snappier shifting so Shimano & Sram suggest setting up your chain length as the shortest possible for the big cog (the 2 link method)
Everything else will work fine from there and be less sloppy -

Armchair mechanicing here, but maybe wind the b tension screw out a bit, let the top jockey wheel sit closer to the largest sprocket?

Yep, and to my eyes it looks like the shifter outer is too short after the final cable tie, limiting natural movement of the mech.
Is there enough slack to slide some more through to the rear?
