A 9t cog paired with a 32t would be equivalent to a 40x11 (55kph @ 120rpm with 2" 650b), but the 32x46 would then be equivalent to a 40x57, no?

32x9 sounds like an hemorrhage of watts and a lot of chain wear.

It is. That's why the pros have special but normal-sized SRAM kit, with larger chainrings and cassettes.
