Depends what your priorities are. Active speakers mean fewer boxes, and as you imply there are some which also have built in Bluetooth so you can stream from your phone or computer without any further purchases.
For one-box plus speakers, an integrated amp and passive speakers is more likely to be a bargain second hand, there are plenty of choices of good budget options from the entire history of domestic hifi.
Separate boxes for each element were traditionally the high end option, and good second hand options are scarcer and will still be expensive. Today there are excellent Chinesium components at modest prices if you want to get into a jumble of cables and a world of doubt about which part to upgrade next 😀
You need either a phono preamp and active speakers, a phono preamp, a power amp and passive speakers, or an integrated amp with a phono stage and passive speakers.
