  • It depends on the flats, the residents, and the HA.
    I lived in a HA block for 19 years and all but one (a renter) of my neighbours over that time were lovely. If they are shared ownership then the residents will probably take some pride in the place. If it's all rented there are no guarantees.
    HAs are only interested in building and selling flats, not in being decent landlords or doing maintenance, so that probably explains the communal garden.
    As for the flats themselves, if the place you're looking at is noticeably nicer than the HA block then it may become a target of crime. We had this in Bethnal Green for the first few years until the next new thing was built, and our friends in Canning Town had a real problem as they had bought in a new build block in the middle of a 50s council estate, and people got mugged or robbed all the time apparently.
