Which bike question, asking for a friend. They have plenty of experience on a trainer (Peleton). Want to ride a couple of laps of Richmond Park occasionally, friends they know who ride with are on carbon road bikes with all the trim. If you assumed the budget would get you into the golf club where would you look at frames/components.
My advice so far has been, don't even get started but they are keen to give it a go and it would be good to encourage someone to do some riding right? Maybe even hiring first, are there any good places around Richmond Park to do that from?

If you want to do them a favour, steer them towards Giant/Trek/Specialized with 105. It's 99.9% of the performance of the golf club bikes for council pitch and putt money.
