If you think suspension is a must then you could go for the XL. The front sus smooths the ride out a lot for whatever / whoever is in the front. The rider can just rest weight on pedals for bumpy sections like you do on a regular bike. I think the rear sus would be overkill but I haven’t seen your roads, and I haven’t ridden a Cargo bike with rear suspension either, maybe it’s glorious.
I know people who live out in the stix have been opting for the marathon 365 tyres for added grip over mixed terrain so people do use them outside of London :).
