Rather than a spacer stack they've made the head tube longer. Possibly for the lols - it doesn't appear so radical that a spacer stack couldn't do the same job.

That paintjob is very nice, though I'd remove the rims decals and the time ones as well.
But it bothers me that the guy is selling it as a caad3 restoration when this obviously is not.

You can try contacting Cycling sports group but they will more than likely tell you to take it to your nearest ‘dale dealer who should do it for you although may charge an admin fee. No authorised ‘dale dealer should straight up refuse you, unfortunately if they are, your options are probably just keep trying local dealers until you find one that will help
