Japan - partly cultural and geographical specific- earthquakes and fires and houses having a short life span and slightly more consumable than here - 20 years on average. Tax breaks make house building more affordable and there’s over 80,000 small independent house building companies.
I believe there's also a cultural thing where many people prefer new houses so old ones get demolished unnecessarily. Kind of opposite of here. (Cultural preference, not that homes don't get demolished unnecessarily.)
